The stamps that I used include Flurries background and Essential Holiday Elegance.
First, I started out with a blank chipboard tag and covered it with Picket Fence Distress Stain. After that dried, on my craft mat I squeezed out some Shabby Shutters and Peeled Paint Distress Stains and dragged my tag through that.
After the tag dried from that I inked up the Flurries background stamp with VersaMark and stamped it onto the tag, then heat embossed it with white embossing powder.
Next, I swiped an Antique Linen Distress Stain over the embossed image for a little antiquing look.
I then attached the two ribbons to the bottom of the tag with a stapler. 
The sentiment was stamped onto a 2x2 block of cardstock using the Comfort & Joy stamp from Essential Holiday Elegance multiple times. {The block it mounted on foam dots.} The snowflake stamped in the middle came from using an ink marker on a single flake from the Flurries background.
The snowflakes are from Maya Road and were colored white using the Picket Fence Distress Stain, then I coated them with Picket Fence Distress Stickles.
Once the snowflakes were dry, I snipped the backs off of the Bo Bunny brads and attached them with glue dots in various places.
Lastly, I attached the ribbon to the top tag hole.
